=== Foundation: 1977 === On 2 March 1977, the General People's Congress adopted the "Declaration on the Establishment of the Authority of the People" at Gaddafi's behest. === Taxes === During his 2022 gubernatorial campaign, Moore repeatedly said that he did not anticipate raising taxes as governor, but said in September 2022 that he planned to work with the legislature to fix what he described as the state's "upside-down taxation system".
