Igor Kornet, the acting interior minister of the Russian-backed Luhansk People's Republic, was reported to have been injured in an explosion at a barbershop in Luhansk city along with six other people. Four of the injured, including Kornet, were said to be in a "serious condition". President Vladimir Putin signed a decree that simplified the process for its foreign volunteers in Ukraine to gain Russian citizenship and extended its eligibility to include their spouses, children and parents.
